ArcExplorer

One of the easiest to use GIS software programs is ArcExplorer- Java Edition for Education (AEJEE). It allows you to view and query local data as well as ArcIMS services from the Geography Network, or other hosted sites. AEJEE comes with several pre-packaged project files as well as sample data to get you started. AEJEE is available in both PC & Mac formats and best of all it's a free download~!
