Despite its natural charm and cultural vitality, the population of Baltimore, Maryland, has been falling for the last 30 years. Catherine Cibor used GIS and aerial photography to select and evaluate areas of the city that might be transformed from liabilities to assets as a result of urban renewal initiatives.  Her recommendations included improvements to the current public transportation system, development of bicycle paths, creation of mixed-income downtown housing, and replacement of parking lots with green space.
