Early in the 1990s, the City of Sherwood developed a “Heritage Strategy” in an effort to retain its rural heritage while growing as a suburb of Portland. Diane Besser, at Portland State University, discussed the development of the initiative and created a map of land use for the City of Sherwood region. Diane’s evaluation concludes that the effort was successful, largely because it involved the local government along with the community, took into account economic factors as well as social and environmental, and organized goals and strategies with a long-term focus.
