400K IT jobs unfilled, despite high unemployment

Hot markets such as New York and Silicon Valley can’t fill all of their job openings while other geographic areas have unemployed workers who can’t necessarily pick up and move. In boom years, employers sometimes would pick up relocation costs to lure an employee to a new location. But tough economic conditions have changed all that.
